أعربت الأمم المتحدة، الأحد، عن رفضها خطة إسرائيلية مقترحة لإيصال المساعدات الإنسانية إلى قطاع غزة، مؤكدة أنها تتعارض مع المبادئ الأساسية للعمل الإنساني، وقد تسهم في تفاقم الأوضاع الكارثية التي يعيشها المدنيون في القطاع.
وقال مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية في غزة إن الخطة الإسرائيلية “تبدو مصممة لتعزيز السيطرة على الإمدادات الأساسية كجزء من استراتيجية ضغط عسكرية، وهو ما يُعد انتهاكا صريحا للمبادئ الإنسانية”.
وبحسب الخطة الإسرائيلية، يُفترض أن تمر المساعدات من خلال نقاط تفتيش تسيطر عليها قوات الجيش الإسرائيلي، على أن تتم الموافقة على توزيعها لاحقاً من قبل الأمم المتحدة، وهو ما رفضته الأخيرة بشكل قاطع.
وحذّر الفريق الأممي من أن تطبيق الخطة سيجبر المدنيين على التنقل إلى مناطق عسكرية خطرة للحصول على الحصص الغذائية، مما يعرّض حياتهم وحياة العاملين في مجال الإغاثة للخطر، فضلاً عن عدم قدرة ذوي الاحتياجات الخاصة وكبار السن على الوصول إلى نقاط التوزيع.
وأكدت الأمم المتحدة أنها لا يمكن أن تدعم سوى الخطط التي تضمن احترام المبادئ الإنسانية الأربعة: الإنسانية، الحياد، الاستقلال، والنزاهة.
ويأتي هذا التطور في وقت تواصل فيه إسرائيل منع دخول المساعدات الإنسانية إلى غزة منذ أوائل مارس الماضي، بما في ذلك الغذاء والمياه والأدوية، في ظل تحذيرات دولية من تفشي الجوع وانهيار القطاع الصحي.
وتقول إسرائيل إن الحصار يهدف إلى الضغط على حركة “حماس” للإفراج عن الرهائن الذين تم احتجازهم خلال هجوم السابع من أكتوبر 2023. من جانبها، جددت الأمم المتحدة دعوتها للإفراج الفوري وغير المشروط عن جميع الرهائن.
وشددت المنظمة الدولية على أن القانون الدولي الإنساني يحظر العقاب الجماعي، ويلزم القوى المحتلة بضمان حماية ورفاه المدنيين في المناطق الخاضعة للاحتلال.
