أصدر مصرف سورية المركزي القرار رقم 144، الخاص بإعتماد نشرة أسعار صرف جديدة بإسم نشرة الحوالات والصرافة، يسمح بموجبها للمصارف وشركات الصرافة بتسلم قيم الحوالات الخارجية الواردة وتصريف المبالغ النقدية (كاش)، وفق سعر صرف مقارب لسعر التداول (السعر المحدد وفق العرض والطلب بسوق القطع غير الرسمي).
وبحسب بيان المركزي الصادر يوم الخميس، يحقق هذا القرار ميزات هامة إضافةً لتعديل سعر الحوالات والتصريف، وهي تسهيل عمليات التصريف المباشر لدى المصارف ورفع سعر تصريف الحوالات الواردة عبر شبكات التحويل العالمية كالوسترن يونيون.
وقال المركزي في بيان ان نشرة “الحوالات والصرافة” تتيح لشركات الصرافة والمصارف العاملة المرخص لها بالتعامل بالقطع الأجنبي شراء القطع من جميع الأشخاص، إضافة إلى شراء الحوالات الخارجية التجارية والحوالات الواردة للأشخاص عبر شبكات التحويل العالمية، وتقييم البيانات المالية الدورية لشركات الصرافة المرخصة.
وأوضح المركزي السوري أن القرار يسمح للمصارف وشركات الصرافة المرخصة تسليم قيمة الحوالات الخارجية وتصريف المبالغ النقدية “الكاش” وفق سعر صرف مقارب لسعر التداول المحدد وفق العرض والطلب بسوق القطع الأجنبي غير الرسمي “السوق السوداء”.
وأظهرت نشرة “الحوالات والصرافة” الصادرة عن المركزي السوري الخميس، رفع سعر شراء الدولار الأميركي لتسليم الحوالات الشخصية القادمة من خارج سوريا، إلى 6 آلاف و650 ليرة سورية بدلاً من السعر القديم 4 آلاف و500 ليرة سورية لكل دولار واحد.
واكد وزير الإقتصاد في الحكومة السورية أن المواطن السوري لن يتعرض لأي مضايقات خلال عملية تبديل العملات الأجنبية إلى الليرة السورية من جميع المصارف وشركات الصرافة المرخصة، كما لن يتعرض إلى أي مساءلات قانونية لحيازته العملات الأجنبية.
