– عدم تغيير المواد الأربعة الأولى من الدستور (الجمهورية، الأتاتوركية والعلمانية، اللغة التركية الرسمية).
– منع تغيير المادة 66 من الدستور، والتي تقول إن كل مواطن في تركيا هو “تركي” والتأكيد على حقوق الجنسية التركية.
- إعادة 13 مليون لاجئ إلى بلدهم .
- التراجع عن سياسة خفض الفائدة.
- الإبتعاد عن الأحزاب والجماعات المقربة من التنظيمات الإرهابية.
وتُطرح تساؤلات حول أي طرف سيكون معنيّاً بتطبيق شروط أوغان الخمسة، فلكل طرف تحفّظات على بعض هذه الشروط.
