أصدر الأمين العام لحلف شمال الأطلسي (ناتو) ينس ستولتنبرج يوم الأربعاء تحذيرا شديدا لبكين بعدم تقديم أسلحة لروسيا في حربها أوكرانيا.
وقال ستولتنبرج في إجتماع لوزراء خارجية الحلف: “تقديم الصين مساعدة قانونية لروسيا سيكون خطأ تاريخيا له تبعات عميقة”.
وإستضاف حلفاء الناتو ممثلين من أستراليا ونيوزيلندا واليابان وكوريا الجنوبية في مقر الحلف ببروكسل لمناقشة الوضع المتعلق بالصين في أعقاب زيارة الرئيس الصيني شي جين بينج لموسكو.
وبالإضافة إلى موقف بكين العنيف تجاه تايوان، ناقش الناتو تأثير حرب أوكرانيا على منطقة المحيطين الهندي والهادئ، والمخاوف من أن الصين تدرس تزويد روسيا بالأسلحة.
وشدد ستولتنبرج على أن الحلف لم يؤكد إمداد الصين روسيا بالأسلحة، لكنه أشار إلى أن الأعضاء سيردون على ذلك، في تلميح إلى مشاركة الولايات المتحدة “أكبر حلفاء الناتو”.
كما قال ستولتنبرج لوزراء خارجية دول الناتو إن الحلف لا بد أن يعزز الإنفاق الدفاعي حيث إنه “في عالم متنازع عليه وخطير” لا يمكن إعتبار أمن الحلف أمرا مسلما به.
وأضاف ستولتنبرج لوزراء خارجية الناتو أنه يتوقع أن يوافق الحلفاء على تعهد جديد بتخصيص 2% من الناتج المحلي الإجمالي “كحد أدنى للإنفاق الدفاعي”.
وعقب إنضمام فنلندا للحلف، واصل وزراء خارجية الناتو إجتماعهم لليوم الثاني على التوالي حيث تركز المناقشات على الصين والإنفاق الدفاعي.
وفي 2022، إلتزم سبعة من أعضاء الحلف بنسبة 2 % من الناتج المحلي الإجمالي التي حددها الحلف للإنفاق الدفاعي، مقابل ثماني دول في 2021 و11 دولة في 2020، بحسب التقرير السنوي للحلف.
وذكرت وزيرة الخارجية الألمانية أنالينا بيربوك أن الغزو الروسي الشامل لأوكرانيا يعني أنه يتعين على الحلفاء تعزيز إنفاقهم الدفاعي لكنها حذرت من التركيز فقط على الأرقام في الإنفاق الدفاعي.
وأضافت أنه “من المهم عدم الاكتفاء بالتحدث عن النسب المئوية الصرفة، ولكن أيضا عن أهداف القدرات العسكرية”، موضحة أن قياس الإنفاق الدفاعي من حيث الناتج المحلي الإجمالي يعني أنه يمكن تحقيق أهداف الناتو في الأوقات الصعبة إقتصاديا، لكن ليس بالضرورة تحقيق أي شيء من الناحية العسكرية
ودعا وزير الخارجية الإستوني أورماس رينسالو إلى زيادة الهدف إلى 5ر2%، مشيرا إلى أن إستونيا نفسها ستنفق ما لا يقل عن 3% من ناتجها المحلي الإجمالي على الدفاع إبتداء من العام المقبل.
