إستجوبت النيابة العامة التمييزية اللبنانية القطب السابق لصناعة السيارات كارلوس غصن بناء على نشرة حمراء من الانتربول لتوقيفه من دون أن تتخذ أي إجراءات جديدة بحقه ، وإن المحامي العام التمييزي القاضي عماد قبلان إستجوب غصن بحضور وكيله القانوني، في مضمون النشرة الحمراء.
وقبل عشرة أيام، تسلّم لبنان نشرة حمراء من الانتربول بحق غصن، الرئيس السابق لتحالف رينو نيسان ميتسوبيشي، بناء على مذكرة التوقيف الدولية التي أصدرتها السلطات الفرنسية بحقه قبل أكثر من شهر.
وخلال إستجوابه، تركزت الأسئلة وفق المصدر القضائي على الاتهامات التي نسبها القضاء الفرنسي لغصن وبينها “تبييض الأموال وإستغلال نفوذه عندما كان على رأس الشركة العملاقة وتبديد أموالها وإبرام عقود ألحقت ضرراُ بالشركة المذكورة”.
ولا يمكن لمنظمة الأنتربول إصدار أوامر إعتقال أو الشروع في تحقيقات أو ملاحقات، لكن يمكن للمحاكم الدولية أو للدول الأعضاء طلب إصدار “النشرة الحمراء”، فيما لا تسمح القوانين اللبنانية بتسليم المواطنين لدولة أجنبية لمحاكمتهم.
وقد أرسلت الانتربول نشرتها الحمراء بعدما أصدرت محكمة في ضاحية نانتير في باريس في أبريل مذكرة توقيف دولية تتعلّق بأكثر من 16,3 مليون دولار من مدفوعات مشبوهة بين تحالف رينو ونيسان وشركة عُمانية، وفق المدعين، في سياق إتهامات نفاها غصن.
وبعد الإستجواب، أبلغ القضاء اللبناني السلطات الفرنسية بفحوى الجلسة وطلب “إيداعه ملف الإسترداد للإطلاع عليه ودراسته”.
وأوضح مصدر مطلع أن لبنان “لن يسلم غصن إلى فرنسا كونه مواطنا لبنانيا، وسيصار إلى محاكمته أمام القضاء اللبناني بعد ورود طلب الإسترداد والتثبت مما إذا كانت الجرائم المدعى بها تستدعي الملاحقة والمحاكمة”.
وبناء على التحقيق الفرنسي، أصدرت النيابة العامة قراراً جديداً بمنع غصن من السفر.. وكان القضاء اللبناني قرر منع غصن من السفر مطلع العام 2020، بعد أسابيع على وصوله إلى بيروت، بسبب التحقيق الياباني المستمر بحقه.
ويقيم رجل الأعمال الذي يحمل الجنسيات الفرنسية واللبنانية والبرازيلية في لبنان منذ ديسمبر 2019، إثر فراره المثير للجدل من اليابان، حيث كان ينتظر المحاكمة عقب توقيفه العام 2018.
وقال غصن إنه فرّ نظراً إلى عدم إعتقاده بإمكان حصوله على محاكمة عادلة في طوكيو. كما إتهم شركة نيسان بالتواطؤ مع المدعين لتوقيفه نظراً إلى سعيه لتعميق التحالف بين الشركة اليابانية ورينو.
في 2020، أصدر الإنتربول مذكرة توقيف بحق كارلوس غصن وأبلغت بيروت بأنه فار من العدالة من اليابان ومطلوب من سلطات طوكيو للمحاكمة. ولم تقدم السلطات اللبنانية التي لا ترتبط بمعاهدة لتسليم المطلوبين مع اليابان، على توقيفه.
