أعلن الأمين العام للأمم المتحدة أنطونيو غوتيريش، الأربعاء، تعيين الإيطالي ستيفان دي مستورا مبعوثا شخصيا له إلى إقليم الصحراء خلفا للمبعوث المستقيل هورست كوهلر.جاء ذلك في مؤتمر صحفي عقده ستيفان دوجاريك المتحدث الرسمي بإسم غوتيريش بالمقر الدائم للأمم المتحدة في نيويورك.، وقال دوجاريك: “غوتيريش أعلن اليوم عن تعيين ستيفان دي مستورا مبعوثا شخصيا له لإقليم الصحراء”.وأضاف: “سيخلف دي مستورا، هورست كوهلر (الرئيس الألماني الأسبق)، الذي أنهى مهمته في 22 مايو 2019، والذي أعرب له الأمين العام عن الإمتنان لجهوده الحثيثة والمكثفة التي أرست الأساس لزخم جديد في العملية السياسية بإقليم الصحراء”.وتابع: “سيبذل المبعوث الشخصي الجديد مساعيه الحميدة نيابة عن الأمين العام، وسيعمل مع جميع المحاورين المعنيين، بما في ذلك الأطراف والبلدان المجاورة وأصحاب المصلحة الآخرين، مسترشدا بقرار مجلس الأمن 2548 (2020) والقرارات الأخرى ذات الصلة”.وصدر القرار 2548، في أكتوبر 2020، ومدد ولاية “بعثة الأمم المتحدة للاستفتاء في إقليم الصحراء” (مينورسو) حتى أكتوبر الجاري، وحث جميع الأطراف على العمل لمساعدة البعثة الأممية لإيجاد حل سياسي واقعي للنزاع.وأوضح دوجاريك أن “دي مستورا يتمتع بخبرة تزيد عن 40 عاما في الدبلوماسية والشؤون السياسية، حيث شغل، خلال مسيرته المهنية مع الأمم المتحدة، منصب المبعوث الخاص للأمين العام لسوريا كما عمل ممثلا خاصا للأمين العام لأفغانستان والعراق، والممثل الشخصي للأمين العام لجنوب لبنان، ومدير مركز الأمم المتحدة للإعلام في روما”.وعين غوتيريش، في 27 أغسطس الماضي، الدبلوماسي الروسي ألكسندر إيفانكو، ممثلا خاصا له في إقليم الصحراء ورئيسا لبعثة “مينورسو”.وتتمثل مهام المبعوث الخاص في تحريك المفاوضات بين طرفي النزاع حول إقليم الصحراء، فيما تتعلق مهام الممثل الخاص بتسيير وإدارة عمل بعثة “مينورسو”.ويشهد إقليم الصحراء نزاعا بين المغرب و”البوليساريو” منذ إنهاء الاحتلال الإسباني وجوده بالمنطقة منذ 1975، وتحول إلى مواجهة مسلحة توقفت عام 1991، بتوقيع إتفاق لوقف إطلاق النار برعاية الأمم المتحدة.وتصر الرباط على أحقيتها في الصحراء وتقترح كحل حكما ذاتيا موسعا تحت سيادتها، فيما تطالب “البوليساريو” بتنظيم إستفتاء لتقرير المصير وهو طرح تدعمه الجزائر، التي تستضيف لاجئين من الإقليم.
