انتهى اجتماع ثلاثي ضم الرئيس اللبناني جوزيف عون ورئيس البرلمان نبيه بري ورئيس الحكومة المكلف نواف سلام، دون الإدلاء بتصريحات بشأن تشكيل الحكومة الجديدة، في حين يُتوقع أن يوجه مبعوث أميركي رسالة “شديدة اللهجة” إلى زعماء لبنان خلال زيارته يوم الخميس.
يأتي ذلك رغم توقعات كانت تشير إلى أن الاجتماع الذي التأم في قصر بعبدا الرئاسي بالعاصمة بيروت، قد ينتهي بالإعلان عن تشكيلة الحكومة الجديدة، وفق وكالة الأنباء اللبنانية الرسمية.
وغادر بري القصر الرئاسي دون الإدلاء بأي تصريح، بحسب المصدر ذاته. في حين بقي عون وسلام، ليخرج الأخير بعد ذلك بـ5 دقائق دون الإدلاء بتصريحات كان يترقبها الصحفيون المتواجدون بالمكان بشأن فحوى الاجتماع.
وردا على سؤال من أحد الصحفيين بشأن ما إذا تم حل الخلافات المتعلقة بتشكيل الحكومة، رد سلام بشكل يوحي بأن الأمور ما زالت عالقة، قائلا “مشي الحال وما مشي الحال”.
وفي وقت لاحق، قال بيان للرئاسة اللبنانية إن اجتماع عون وبري وسلام “خُصص للبحث في التشكيلة الحكومية الجديدة”.
وأضاف “تم خلال الاجتماع عرض المراحل التي قطعتها عملية التشكيل، وتم الاتفاق على مواصلة الرئيس سلام مشاوراته مع الجهات المعنية لاستكمال عملية التأليف”.
من جهتها، نقلت الوكالة اللبنانية بيانا صدر عن المكتب الإعلامي لسلام أفاد بأن زواره أكدوا “إصراره على المضي قدما في تأليف الحكومة، مع رفضه القاطع لفكرة الاعتذار”.
ومساء الأربعاء، اشتكى سلام في مؤتمر صحفي عقب لقاء عون، من وجود “حسابات ضيقة” لدى بعض الأطراف تعيق تشكيل الحكومة، دون أن يسمي تلك الأطراف أو يوضح حساباتها.
لكنه أكد -رغم ذلك- تمسكه بتأليف حكومة كفاءات إصلاحية تكون خالية من الوزراء الحزبيين، وملتزمة بمبدأ التضامن الوزاري.
ومبدأ التضامن الوزاري يعني أن جميع أعضاء الحكومة يتصرفون كوحدة متكاملة، بحيث يتوجب عليهم الالتزام الكامل بالقرارات الصادرة عن مجلس الوزراء، حتى لو كانت بعضها تتعارض مع وجهات نظرهم الشخصية أو الحزبية.
ووفقا لمراقبين، يصرّ الثنائي الشيعي (حزب الله وحركة أمل) على تولي وزارة المالية، كما حدث في الحكومات الأربع السابقة، في حين تطالب كتل نيابية أخرى بتمثيل واسع في الحكومة.
وتعتبر وزارة المالية في لبنان ذات أهمية محورية، إذ يتطلب القانون تمرير معظم القرارات الحكومية عبر 3 توقيعات أساسية: رئيس الجمهورية، رئيس الحكومة، ووزير المالية.
