ومنذ تكثيف إسرائيل غاراتها على أحياء لحزب الله في جنوب وشرق لبنان وفي الضاحية الجنوبية لبيروت في 23 أيلول/سبتمبر، باءت الجهود الدولية للتوصل إلى إتفاق على وقف إطلاق النار بالفشل.

يأتي ذلك بعدما أفاد مصدر حكومي لبناني الجمعة بأن لبنان يدرس مقترحا أميركيا لوقف إطلاق النار، حيث صرح“يمكن القول إننا قطعنا شوطا كبيرا”.. مضيفا أن “التوجه ايجابي ولبنان يتعاطى بإيجابية كبيرة مع المقترح”.

لاحقا الإثنين، قال المتحدث بإسم وزارة الخارجية الأميركية ماثيو ميلر إن الولايات المتحدة عرضت “مقترحات على كل من الحكومتين اللبنانية والإسرائيلية.. لقد رد الطرفان على المقترحات التي قدّمناها”.
وأوضح في تصريح للصحافيين “جرى تبادل للأفكار” حول آلية “التطبيق الكامل للقرار 1701 الصادر عن مجلس الأمن التابع للأمم المتحدة والذي نعتبر أنه يصب في مصلحة الجميع”، مؤكدا أن واشنطن “ملتزمة بهذه العملية”.
في موازاة ذلك، قال رئيس الوزراء الإسرائيلي بنيامين نتانياهو الإثنين إن إسرائيل ستواصل عملياتها العسكرية ضد حزب الله حتى في حال تم التوصل إلى اتفاق لوقف إطلاق النار في لبنان.
والجمعة، قال مصدر لبناني إنّ السفيرة الأميركية ليزا جونسون إلتقت الخميس رئيس حكومة تصريف الأعمال نجيب ميقاتي ورئيس مجلس النواب نبيه بري، مضيفا أنّها عرضت “مقترحا أميركيا من 13 نقطة”.
وأشار إلى أنّ “بري طلب مهلة ثلاثة أيام” لدرس المقترح، موضحا أنّ الجانب الإسرائيلي “لم يعلن موقفه منه بعد”.
ولم يقدم المسؤول تفاصيل عن المقترح الأميركي، غير أنّه أوضح أنّه “في حال تم الاتفاق على وقف لإطلاق النار، فإنّ الولايات المتحدة وفرنسا ستعلنان ذلك في بيان”، مضيفا أنّه “سيكون هناك وقف لإطلاق النار لمدة 60 يوما وسيبدأ لبنان بنشر الجيش على الحدود”.
من جانبه، أفاد مصدر حكومي آخر الجمعة بأنّ “الصياغة المقترحة ناتجة من آخر لقاء بين بري وهوكستين حصل خلاله تفاهم على خارطة طريق لوقف إطلاق النار وتطبيق القرار 1701”.
وينصّ القرار الدولي 1701 على انسحاب إسرائيل الكامل من لبنان، وتعزيز انتشار قوة الامم المتحدة الموقتة في لبنان (يونيفيل) وحصر الوجود العسكري في المنطقة الحدودية بالجيش اللبناني والقوة الدولية.
