أصدرت فرنسا مرسوما يقضي بتجميد أصول زعيم حركة حماس في غزة يحيى السنوار الذي تعتبره إسرائيل العقل المدبر لهجوم 7 تشرين الأول/أكتوبر على أراضيها، لمدة ستة أشهر بحسب مرسوم نشر الثلاثاء في الجريدة الرسمية.
وينص المرسوم الصادر في 30 تشرين الثاني/نوفمبر والذي يدخل حيز التنفيذ الثلاثاء على أن “الأموال والموارد الاقتصادية التي يملكها أو التي يتحكم فيها السيد يحيى السنوار تخضع لتجميد الأصول”.
وفي تشرين الثاني/نوفمبر، دعت سكرتيرة الدولة الفرنسية المكلفة بشؤون أوروبا لورانس بون إلى فرض عقوبات أوروبية تستهدف كبار مسؤولي حماس، خصوصا عقوبات مالية قد تأخذ شكل تجميد للأصول.
وفي مرسوم مماثل مؤرخ في 13 تشرين الثاني/نوفمبر، أعلنت باريس أنها ستجمد لمدة ستة أشهر أصول محمد الضيف القائد العام لكتائب عز اادين القسام الجناح العسكري لحركة حماس والمدرج على القائمة الأميركية ل”الإرهابيين الدوليين” المطلوبين منذ العام 2015.
من جهتها، فرضت لندن أيضا عقوبات تشمل تجميد أصول وحظر سفر، على ستة أفراد هم أربعة من قادة حماس وإثنان متّهمَان بتمويل الحركة، بينهم محمد الضيف ويحيى السنوار.
